This pile of waste, dumped illegally in a land plot in Prachin Buri, has reportedly caused eye irritations and dizziness among local residents.

PRACHIN BURI: -- Local leaders and some villagers are complaining about the illegal dumping of toxic waste in their hometown, after an unspecified amount of waste was allegedly dumped last month on a plot of land owned by the mother of a councillor for the Tambon Pop Phra Administrative Organisation.

Locals have complained that the waste smells bad and is causing nasal irritation.

"When it rains, I can see smoke coming from the pile of toxic waste or chemicals and rising into the air as high as the tops of the trees," said Ampai Changrod, 54, who lives within 300 metres of the pile of toxic waste.

Her neighbour, Amporn Pikulkaeo, said the smell from the waste was very much like that of weed killer.

"It causes dizziness. I am worried that it will leak into our water sources," she said.

Not many locals dared to speak up. Several residents were apparently worried about their safety amid reports that the toxic waste came from Chachoengsao's Phanom Sarakham district, where Prajob Naowa-opas, a village head, was shot dead on February 25 during his attempts to stop the illegal dumping of toxic waste.

Kruawan Rokaphai, a village head in Prachin Buri's Muang district, yesterday confirmed that police in Chachoengsao's Phanom Sarakham district tipped her off about a truck carrying toxic waste.

"I was told the truck had left their area and moved into Prachin Buri. So, we are on alert," she said.

Kruawan said that on April 26 she received a report that an 18-wheel truck had made seven trips to Moo 18 in Tambon Pop Phra and dumped toxic waste there.

Kruawan and two other village heads inspected the land plot from the outside before alerting Tambon Pop Phra Administrative Organisation's chairman Panya Bamrungwat and a senior official from the Muang Prachin Buri District Office.

"We talked to the owner of the land plot and she agreed to sign an agreement saying that she would remove the toxic waste within seven days and not allow any further toxic waste dumping in her area. However, the seven-day deadline has passed and the toxic waste is still here," Kruawan said.

She and some villagers are now trying to bring media attention to their plight.

Panya said his local administrative body would not allow the dumping of toxic waste and chemicals in the area because it would hurt the local environment.

"If the land owner still does nothing to remove the toxic waste, we will take legal action under current environmental laws," he said.

In this country we are always having to deal with speculation. Definitive or empirical facts are seldom seen.

This article states that we have a dump of toxic waste which has a potential to have a negative impact on the environment and is reported to be causing health issues with those living close by.

I have no reason to doubt that the details as given are real but the term toxic is speculative until a full chemical analysis is conducted and a risk analysis is completed.

Simple task to provide definitive and empirical data but here in Thailand we simply wallow in speculation out of the lack of intelect and corrective action.

Have this waste analyzed and build the story from fact and not speculation, or is that simply a bridge too far.

Yes, if they had it analysed they might be able to determine where it came from.

Then they could sue the people involved.

Then the people involved would have to provide other means to dispose of their waste.

Then all will be well with the world.

Sorry, forgot I was in Thailand for a minute there.

And how Halion do you suggest that is done, like who goes in there, takes samples, sends them where, pays for it even?

The locals have no knowledge of these things nor I suspect the means to pay.

They have reported it, apparently to more than one organization with no result so they have to go to the media with the story to try to get action.

Meanwhile they still suffer health problems.

Should someone decide to test the stuff how long will that take, meanwhile the locals still suffer health problems.

It is obviously some form of waste that should not be there so get it out, preferably at the cost of those who dumped it, then test it.

The determination and classification of toxic waste is the responsibility of the Department of the Environment and its related agencies. It may indeed be found to be non toxic however. I myself doubt that very much.

The Environment Ministry in this country is a defunct and totally corrupt organisation started up by Thaksin during the development of chemical projects on the Eastren Seaboard following International concerns regarding the lack of oversight at governmental level pertaining to spills and emmisions causing soil, air and water pollution. Little has been done in the past decade on any of these issues.

Another avenue of action is for the local comunity to lobby their duly elected member to take the concern to the head of Envoronmental services, that is as long as he is not out of country on a grand government junket

I for one intend to write to the Ministry of Tourisim to remind them to also include giant illegal garbage dumps as a potential tourist attraction as many of the visitors to this country would not have had the priveledge of seeing such monstrosities in a rural setting
