What is the difference between marijuana and cannabis?

I accidentally ran across an article entitled "Peru calls for debate on the legalization of marijuana".(http://rt.com/news/peru-calls-marijuana-legalization-165/)

The author writes: "In Peru the consumption of marijuana is legal and a citizen may carry up to 8 grams of the drug without being penalized. However, the production and sale of cannabis is still illegal under Peruvian law. "

As far as I know, marijuana and cannabis are two different terms that have the same meaning when they refer to the drug. Does anyone know the difference of these two words? Why is consumption of marijuana is legal while the sale of cannabis is not?

Cannabis, also known as marijuana (from the Mexican Spanish marihuana) ...from wikipedia.

Marihuana is the dried leaves of the cannabis plant. Hashish is made from the flowers of that plant.

The active ingrediant is Tetrahydrocannabinol (THC).

In many European coutries, the posession of marihuana or hashish for personal consumption will not be punished. However, planting or selling will be. That's the difference.
