PASSPORT office not Immigration,,,, IE: for a Thai to get a new passport. And yes, due to gross inefficiency they now only have Pinklao and Bang Na in BKK issuing passports. AND you have to go in person and they claim they will post will post back within 10days.

All because of the BKK protest, supposedly

My wife used this service and found it very efficient passport posted back within 5 days .

It's open definitely. attended same on the 26th for my thai partners renewal of his passport. 1 hour, 1000thb. easy!

just called and can confirm they are open from Mondays to Fridays 8.30am to 4.30pm.

Very helpful young lady speaks good english.

FYI, documents needed for a Thai person to renew passport is only old passport and ID card.
