Farmers marching to Justice Ministry, Defence HQ to demand rice payments today

BANGKOK, Feb 10 – Farmers from several provinces who have rallied at the Commerce Ministry over the weekend will petition the Justice Ministry today to charge the government with cheating by failing to pay them for the rice they sold under the rice pledging scheme.

The farmers also planned to move from the Justice Ministry to the Permanent Secretary for Defence Office to press caretaker Prime Minister Yingluck Shinawatra to take action on the overdue payments.

Ms Yingluck, who is concurrently caretaker defence minister, has occupied the Defence headquarters as her temporary office since Government House has been seized by anti-government protesters.

Ravee Rungruang, leader of the Western Region Rice Centre, said more farmers from the eastern, central and western regions planned to enter Bangkok today.

Somchai Srisuthiyakorn, an Election Commission (EC) member, said on his Facebook page that the Commerce Ministry wanted to withdraw Bt1.2 billion from the government’s central fund as interest to rice millers who voluntarily pay farmers with rice-delivery receipts.

The Commerce Ministry said rice millers have agreed to help farmers on a friendly basis.

Normally farmers who deliver rice to millers are given receipts to be cashed at the Bank of Agriculture and Agricultural Cooperatives (BAAC).

The BAAC is, however, legally prohibited from lending to a caretaker government as it will become a financial obligation for the next government.

Mr Somchai said a Cabinet decision on spending from the central fund would be required before the EC approves following through accordingly.

The Commerce Ministry will not get any reply from the EC if it directly sends the request without seeking Cabinet approval, he said.

The EC will consider the Cabinet’s request based on the urgency of the issue and whether it will pose a financial obligation to the next government, he said.

Caretaker Deputy Prime Minister/ caretaker Commerce Minister Niwatthamrong Boonsongpaisan said he is ready to explain to demonstrating farmers and find a joint solution without them having to protest at the Defence headquarters. (MCOT online news)

Reported elsewhere is that the millers aren't prepared to help out, not least because of the 'liquidity' of the bonds. The caretaker government then tried to ransack the national pension fund (really, you couldn't make this up), but civil servants have told them to bog off, rightly in my view.

And please, Pipkins, share your insightful proposed solution to the mess, the alternative to the use of demonstration as well? It was Einstein who noted that the crisis never stops when you keep using the same methods that caused the crisis in the first place. This admin never thinks outside the box, never makes any sacrifices, nor accepts responsibility. Yesterday, in the Thai news, mentioning such outrageous ideas as using social security funds and other such means as a quick way to get the money to pay farmers and shut them up. What else can one do short of a revolution, than demonstrate in the street in response. Voting is a farce based on the highest bidder, and doesn't work in a constitutional monarchy. So what to do pipkins, aside from trolling and hate posts aimed at winding up posters on here?

Wondered about that myself during election, a number of PT posters had "every vote counts" in English and the liberal party had a fair amount of English on theirs.

So now this administration is including the farmers in their security alerts, basically disavowing themselves from the farmers movement as just another group that wants them to step down. The administration now only sees them as a security threat and an embarrassment. The administration is also playing hide and seek. No one knows what in the world happens in these cabinet meetings or even if they are held at all. The only direct communication appears to be through public security cautions. It's exhausting. It seems they're only a step away from issuing the inimitable George W. Bush " colour stages " for different levels of public angst. It is like the UDD on steroids - Jatuporn without the engaging humour. The public is getting so tired of it.

He doesn't owe you anything so stop being so pompous. I pity your child in that you consider their input to you as worthless nonsense, conversation at the dinner table must be a laugh a minute in your house.

I fail to see how they are going to sell 1.2 M tons of rice on Thursday and if they do how does 10 Billion baht help, it still leaves them short by 120 Billion. To clear the debt they would need to sell around 15 million tons of good quality rice, which lets say is all of it (some figures range from stocks of 10M to 18M tons). If they sell it all and it just covers the current debt then where is the 600-800 Billion that has been spent already.......answer, lost and thieved, as they literally have nothing to show for it. All the rice in stock right now is only worth the amount of money owed to the farmers. In the USA some people would be looking at 50 year jail sentences over this.

This scam has turned into the 'Enron' of the agro world.

About 600 Billion gone walkabout and the paperwork covering a lot of that money supposedly destroyed in floods. Who leaves this sort of data in such a vulnerable situation?.... Everyone knows it didn't happen.

Also, if all that money has been spent, why are we hearing about the storage fees not been paid for the past 12 months?... Whatever next?.... the transport companies going to come out next and tell everyone that they also have not been paid?

That would complete the whole scheme of an entire year's budget also gone missing and nobody had any of the money .

The new strategy to borrow a measly 1.2bn (in comparison to what is missing). Just to cover interest payments while the banks lend money to the farmers directly instead of via the gov is just a slightly mashed up version of borrowing from the banks isn't it? Which is controversial anyway... If the gov refuses to furnish the EC with a resolution, that is saying that they know their request is unconstitutional.

The PTP and the farmers are in a shit situation. They can't release all the rice at once because it would drag down global prices that won't recover for years, and thus the next harvests will be worthless.

They can't give most of the rice away to starving countries in Africa, because the African governments will just take it and sell in into the international market cheap to buy guns and bombs and luxury goods for their own politicians as well as funneling cash into Swiss bank accounts while their citizens will likely get less than 10% of it.... Then there will still be a global price crash on rice.

They are only left with the option of destroying 75% of the stockpiles to keep the prices where they are and sell the rest before the next harvest is in. Or use the 75% to distill into ethanol.

Whatever they decide, they have made a stellar catastrophe of everything they have touched. They are on their way out and they know it.

And why is that payment not being questioned at official level?

That was seized by the courts, and it has been released back to him? Why isn't this being officially investigated?

Wouldn't it be nice if, as a purely-symbolic gesture, the caretaker-Cabinet & PM vowed to forego their salaries, until after the last farmer has been paid ? wink.png

Just to show their solidarity with the poor rice-farmers they're supposed to be helping ?

Perhaps they might even backdate it to when the government stopped paying its debts ? whistling.gif

Meanwhile the caretaker-PM might at least bother to meet with the people, who voted for her in July-2011, to apologise in-person for the massive cock-up ? facepalm.gif

I am on the farmers side with all my heart, and I have a curiosity: who makes signs for them?

I expected handwritten signs in Thai language, but I see some nice printed sign with translation in English, I guess some good donation from some South philanthropist?

As they say: in love and in war (would we add in politics?) everything is fair! wink.png

Why would you specifically mention South. Are there not people (Thai and non-Thai) all over Thailand who could come up with some English, and ever heard of Google translate?

Some of the kids in the rural areas now have tablets and would be very capable of simple internet activities, including using Google translate and similar.

They're not vinyl signs, they offset-litho print signs or some sort of A2 laser prints system.

If you look, each banner is different, yet they are all the same theme, so made by the same people. Yet supposidly the farmers are from all-over, yet their signs are not.

This rice fiasco is a prime opportunity for Suthep, his followers, and the Democrats to win over those farmers who seem to finally be coming out from under the spell of Taksin and his little sister. Suthep should abandon his anti-democracy ways and actually practice democracy by aligning with the farmers.

Not really, these farmers are from Democrat controlled areas, and seem to have nicely printed co-ordinated signs (i.e. Suthep lots are driving them not driven by them).

I'd like to think the Dems will go back to Democracy, but Suthep clearly won't. He has to be abandoned by his backer for the Dems to go back to democracy.

The Nation's article is completely different then the article in this mornings newspaper which stated that Rawee Runjgruang, leader of the network of rice farmers from Western provinces "affirmed their rallies are not political and the farmers only want the government to pay them for the rice"

So now that they are not joining Suthep's protest you will then change your mind of what they are called!

The point is, they are not coming to Bangkok to cheer on the government. They are coming here to protest against it.
