I'm working in an international hotel in Yangon for quite a while now and this is my list of the 5 best travel agencies in Myanmar:

1-Oway.com (only for cheap domestic flights)
2-Birma.com (for the follow up and the accurancy of reply)
3-Ananda travel (mostly for french people, the owner is french)
4-Adorable Myanmar (good option but sometimes they lack of clarty)
5-Golden Pagoda (very local...)

This list might change in the future...
I will write soon a list of the 5 best restaurants in Yangon.
