Election Commission prepares to summon Chalerm to explain CMPO’s 2 billion baht budget request

BANGKOK, 14 March 2014 (NNT) — The Election Commission (EC) has approved a withdrawal of 1.25 billion baht from the central budget at the Cabinet’s request to finance necessary spending at the now-defunct Center for Administration for the Peace and Order (CAPO) while requesting Pol. Capt. Chalerm Yubamrung to explain the necessity to withdraw another 2.3 billion baht for the Center for Maintaining Peace and Order (CMPO).

Election Commissioner Somchai Srisuthiyakorn revealed that the EC has approved the 1.25 billion baht budget requested by the Cabinet to be used in the 52-day operation of the CAPO from December 1, 2013 - January 21, 2014.

In addition, Mr. Somchai added that police and army subordinates have a right to place complaints if they had not received their 700 bath per day subsistence allowance, as the EC would take legal actions against those responsible for the payment.

Concerning the 2.3 billion baht budget of the CMPO, the EC has not yet approved the budget as there are not enough details to justify its approval. Therefore, the EC has summoned Pol. Capt. Chalerm, an acting CMPO Director, to elaborate the budget request at a meeting to take place this March 27.

Now we will have the EC stalling on letting the CMPO have money while at the same time encouraging the policemen and soldiers to sue the CMPO for payment of the 700 Baht a day they should have been paid.

Just like the poor rice farmers.

Pol. Capt. Chalerm Yubamrung responded to the request for further information by responding that the additional budget was required as the current overseas bank balances of various members of the CMPO are seriously depleted now due to the refusal of the EC and the Courts to allow additional "loans" to be forthcoming during the tenure of the current caretaker Govt.

He continued by stating that this was completely unfair on all the members of the CMPO as they now have no opportunity to feather their nests further and this is having a serious impact on their lifestyles.

Pol. Capt. Chalerm Yubamrung went on to state that his family is most upset with him as they have had to cancel their travel plans to Dubai causing further unrest within his own household. The blame for this he places firmly on the "old elite" who are "not very nice people" and who "don't understand how much we (the) underprivileged need this money to live".

They have agreed to the budget that was originally asked for. What's the problem? It's not enough now? Well, if that's the case, then perhaps the blame should be placed where it belongs . . . on the CMPO/Govt's shoulders for not being able to see past their own damn noses and planning ahead a little.

Let's see 24038461.5385 or roughly 24 Mill. per day. 700 THB for every personal on duty, so roughly 34285 (!) police and military force were keeping peace and order everyday in that time frame, correct?

Just to clarify what this is all about, the EC sanctioned a budget for the CMPO of 1.25 billion baht for a 52 day period. That comes to roughly 25 million baht per day. And now Chalerm wants an additional 2.3 billion baht. In addition, the EC is noting that some people within the service are not being paid. Where has their money been diverted to ? And the EC has also noted that Chalerm's request comes with insufficient details. Fancy. And just on the subject, exactly what does the CMPO do ? Have they provided exemplary service that has been commended by the public far and wide ? Have they not been an absolute fizzle ? And where is this money going ? And what shell game of words will Chalerm - Mr. Subterfuge - bring to the table ? Did his moonlighting stint as a used car salesman fizzle out ?

Yeah, 1.25mil to CAPO and then changed the name to CMPO to collect 2.3mil. Brilliant idea. Squeezing to the last drop when you still can. Perhaps another change is in the works.

The Election Commission confirms no CMPO budget holdup

BANGKOK: -- Mr. Supachai Somcharoen the Election Commission Chairman has noted that the house hasn’t yet approved the central budget of 23.9 billion baht for the CMPO, stating that some expenses documents needed to be reviewed.

Moreover the Office of the Auditor General of Thailand has presented a letter remonstrating with the EC over the expenses document revision. However, under the royal decree of election circumstances, the EC needs to look at the expenses of government thoroughly.

Meanwhile, no corruption activity has been found, but there are some details in the contents that remain unclear.

The Chief of the EC also confirmed no delay in payment and whether or not the director of CMPO decides to clarify the issue is a matter for him.
