CAPO calls meeting of heads of ministries tomorrow

BANGKOK: -- The Center for Maintaining Peace and Order (CAPO) will hold a meeting of permanent secretaries of all ministries tomorrow to keep them informed of the latest political development so they could perform their duties in the same direction.

Secretary general of the National Security Council (NSC) Lt-Gen Paradon Patttanathabutr stated that the planned meeting tomorrow is set to streamline roles of government agencies to suit the current situation.

He said CAPO has invited permanent secretaries of all ministries for an exchange of views that will help ensure the latter’s compliance with CAPO’s stance in the ongoing political tension.

He said the meeting would keep those heads of government units updated with the situation in order for them to act in accordance with CAPO guidelines.

As for any permanent secretaries who could not attend the meeting, Lt-Gen Paradorn said their absence would be reviewed on a case-by-case basis, saying however that resolutions of the meeting would be forwarded to them.

He stressed those who act in opposition to the new resolutions must hold responsibility for their actions.

Lt-Gen Paradon also mentioned CAPO has not so far bound any high-ranking officials who did not comply with CAPO to legal actions although it has the right to do so under the Internal Security Act.

Earlier the permanent secretary of Public Health Dr Narong Sahamethapat announced he would not attend the meeting.

He did not give reason for defying the order.

But it was known widely that Dr Narong is a strong opponent to the caretaker government after it challenged rulings of the Constitutional Court, and cheated farmers.
He ordered all state hospitals to display huge banners opposing cheated government and demand it to step down.

CAPO calls meeting of the permanent secretaries who are the heads of ministerial officials after anti-government protest leader Suthep Thaugsuban began campaigning with top government officials and urging them to boycott the illegitimate government.

Many heads welcomed Suthep and opened offices for him to explain the reason and exchange views. They included the permanent secretary for defense, agriculture, public health, education, Bank of Thailand.

This seems more like a meeting to check allegiance through the lower ranks and to make sure they are following the PTP caretaker Govs orders. Even the vague threat of charges by CAPO using the ISA f they dont come to a meeting with them.

I didnt realise this kind of meeting could be a crime if you missed it. The same i didnt realise the ISA gave CAPO power over all the ministries

This is pure intimidation and is sure to provoke yet more action against the PTP.

Don't they have anyone with any common sense?

I mean what kind of administration gets an Arrny general to threaten civil servants with the etiquette of a Mafioso? An offer you can't refuse?

If PTP and UDD were to debate and discuss every time instead of fight and battle at every junction then they would surely be in a better strategic position than they are and would have retained support instead of losing it.

By allowing the firebrands to shoot of their mouths they have shot themselves in the foot.

It's all very indicative of a party without leadership staffed by a bunch of thugs

If CAPO is the people in the picture....I wouldn't be attending a meeting with these people......maybe for a sewing class......but not a state of the nation meeting!!

This is the real reason that Paradorn - Thaksin's longtime associate - and the one at the centre of the Tawil transfer controversy - wants to see these people. It's all about CAPO saving face ( or rather losing it ). But isn't it ironic that this agency that places such emphasis on appearances has the same empty, unused room, with nothing but an erected backdrop ? Is that supposed to be auspicious ? Or just plain silly ?

so CAPO is actually using/abusing it's power to in fact run the government were the CT administration power doesn't allow, surely this is a function of the EC.

CAPO should be immediately disbanded as there is not justification for it to exist, time this issue was dealt with by the EC who should actually be in control of such matters and withdraw financial support immediately

Isn't there supposed to be caretaker ministers that oversee every ministry to ensure they work for the benefit of the country and the people.

But of course the revolving chair ministers of the PT Govt were only in the job as some sort of reward for services rendered to the big boss and not because of any talent they had in the affairs of the ministries they were put in charge of.

Meaning that they had to maximize their reward while in the job for they wouldn't be in it very long before the next 'best person for the job' came along for their reward.

Little wonder the professional civil servants don't have much time for PT and CAPO as they have had to put up for the last 2 + years with ministers who were only there for their own benefit and now as caretaker ministers most of them are nowhere to be found.

CAPO does not have the power to dictate to ministers.

This is just pure intimidation instigated by Surapong, probably the most dangerous man in Thai politics.

This meeting is just design to threaten those who collaborate or publicly agree with Suthep.

It won't work, those who agree with Suthep will not even bother to turn up and will be happy to face the 'punishment' from PTP's gestapo.

However, Democrat Party deputy leader Ongart Klampaiboon yesterday called on the senior officials to ignore CAPO's invitation.

"This meeting was called so that the permanent secretaries show up and voice their support for the government. This would ease their worries related to the impact of the rallies led by the People's Democratic Reform Committee [PDRC]," he said.

Ongart asked the senior officials either to refrain from attending the meeting or, if they absolutely must attend, not to express any opinions. Moreover, if there were any orders issued by CAPO at the meeting, then they should defy them.

Permanent secretary of Justice Kittipong Kittayarak yesterday posted a message on Facebook saying he will attend the meeting and use this as a chance to clarify himself and his actions. He believes this meeting was called partly due to him greeting PDRC protest leader Suthep Thaugsuban.

Kittipong said government officials' job is to be responsible for the country, and as a former member of the Truth for Reconciliation Commission of Thailand, he believes everybody should have a chance to talk and listen.

Kittipong has openly voiced support for national reform but it is not clear to what extent he agrees with Suthep's ideas.

General Nipat Thonglek, permanent secretary of the Defence Ministry, said he was definitely going to attend, as it was "his duty" to do so - and CAPO's invitation was really an order to attend as opposed to a request.

"I think attending the meeting will be useful in terms of getting information about the political situation. CAPO's invitation is similar to an order. I don't think there is any reason not to attend the meeting. Moreover, the agencies not in charge of national security can take this opportunity to learn about and understand the situation," he said.

Public Health Ministry permanent secretary Narong Sahametapat had earlier said he would not attend today's meeting.

National Security Council secretary-general Paradorn Pattanatabut, meanwhile, said CAPO had the right to consider whether and how to punish any defiant government officials under the Internal Security Act. The top ministry officials should consider carefully what to do, as they would have to be held responsible for any action taken in defiance of the meeting's resolution.

Last week, Narong and other officials at the Public Health Ministry welcomed Suthep Thaugsuban, who had led a PDRC rally to invite government officials to "boycott" the incumbent caretaker government.

Furthermore, the officials submitted a plan for reforming the ministry and the public health system, which clearly meant they were giving support to the proposal by the PDRC.

Senior officials at the Education and Justice ministries also greeted Suthep's rallies aimed at inviting them to boycott the government.

Nipat, who has made it clear that his stance is with the government, also met with Suthep when he visited the Defence Ministry, although he said he was merely listening to what the PDRC leader wanted to say.

Amid controversy over what should happen in a political vacuum created if the caretaker Cabinet is removed by the courts, some academics have said permanent secretaries would have to be in charge of their ministries' administration.

I can't figure out if this is the old school of intimidation tactics, or a desperate attempt to figure out who their friends will be when the brown stuff hits the fan.

I suspect it is the former rather than the latter.

you couldn't make this stuff up

CAPO has no authority to order or hold meetings like this, as I said before they should be disbanded and the funding removed by order of the EC

attend this meeting or else - typical PTP bully tactics, lets see how they propose to reprimand those that raise the finger to this nonsense, it certainly won't be by any legal means

I can't figure out if this is the old school of intimidation tactics, or a desperate attempt to figure out who their friends will be when the brown stuff hits the fan.

I suspect it is the former rather than the latter.

Or perhaps it's desperation to keep generating various scenarios (which have little logic or connect to the realities before them) which they think will magically recover their whole scenario and the bad dream will all disappear.

Dr Narong defies CAPO’s order

BANGKOK: -- Permanent secretary of Public Health Ministry Dr Narong Sahametapat Thursday refused to attend a meeting of permanent secretaries called by the Centre for Administration of Peace and Order (CAPO) despite threat of punitive action.

He did not send his representative to the meeting either. He has earlier made clear he would not attend.

Three other permanent secretaries for Transport, Foreign Affairs and Energy Ministries also did not attend the meeting but they sent their representatives to the meeting.

Earlier CAPO advisor Surapong Tovichakchaikul threatened punitive action if any permanent secretary defied the order to attend.

The meeting was called in wake of some top civil servants showing sympathy with anti-government protest leader Suthep Thaugsuban and allowing him to meet for exchanging of views.

Permanent secretary of Justice is also among these sympathisers but he made clear that his meeting with Suthep was to hear all views.

But he vowed to attend the CAPO meeting today so he could explain his reason for the meeting with Suthep.
