for hard-to-find veins, there's a vein detector device which uses LED light to illuminate the veins in your arm.

I'm told this device is used in some Chiang Mai hospitals and clinics. Can anybody confirm this?

Haven't seen it in any places, if it was ever available, it would have been at the ram hospital.

There is no really hard to find vein in my opinion by the way. At least It is not in the dictionary of Experienced phlebotomist/ nurse.

Spent 3 years drawing blood from thousands of patients and indeed there are some veins that defy detection. In those cases we called a doctor who literally cut to find a vein.
