My daughters will travel to Thailand with their Thai mother in June. Their Thai passports have expired and because they are not on a house document they weren't allowed to renew them at the Thai Embassy in Washington DC. However, my wife was able to renew her passport. My wife will put my daughters on the house document and renew their passports. But I (their father) will not be there. Do I have to be present for them to renew their passport? Can I provide an affidavit authorizing this?

My daughters are 11 and 8 years old. My wife heard that children under 15 traveling with their mother don't need a Thai passport or Thai visa. They do have valid US passports. Would it be better for my daughters to just use their US passports?

Since my wife lives in Phatthalung she would most likely go to Surat Thani to get the new passports. Will the girls need Thai citizen cards too? How long will it take to get the passports?

Your children can travel to and enter Thailand on their expired Thai passports.

It they enter on their US passports they will be under immigration rules and would only get a 30 day entry.  Children under the age of 15 do not pay overstay fines but they still get a stamp saying they were on overstay.

You will need to give your wife a letter of consent to apply for the new passports. Info about passport application is here: http://www.mfa.go.th/main/en/services/1415/21479-Requirements-for-the-Ordinary-e-Passports-Applicat.html

If they enter on their US passports, they'll have to leave on them, as well.

If they enter on their expired Thai passports, they won't be able to leave on their US passports, so getting new Thai passports will be crucial.

they will need a note

  • Rules for applicants under the age of 15
    • Applicants under the age of 15 must be accompanied by parents or a legal guardian.

If parents cannot appear, at least one parent must accompany the child when
      applying for an e- passport.

- One parent must accompany the child, signs the parental consent form, and submits a notarized consent letter of the non-appearing parent.

As the rules say, the letter must be notarized. I believe in Thailand that means stamped by the amphur. Question regarding the OP is if a simple notary in his country will do, or if they only accept a notarisation by a Thai government official.

I did this just recently.

One Parent must accompany the Child and the non-appearing Parent must sign a form giving consent and have it Notorised at a Thai Embassy or Consulate - Note : Not all Thai Consulates can Notorise Documents.

You must go to a general consulate, as a honorary consul is not a Thai government official. Employees at a general conulate are government officials and can stamp the consent form.

I should be able to go to the Consulate in Washington DC. I have a Lettet of Consent that I thought was only for the purpose of allowing my wife to take my daughters to Thailand. Can this also be used as my consent for renewing their passports? I also have a "Form For A Notary Public To Notarize An Applicant's Signature". It says is to accompany my application for a Thai passport/ Power of Attorney and/or Letter of Consent. It requires my name and signature in Thai and in English. How do I sign in Thai?

Thank you all for the pertinent information.

The letter of consent is probably not enough to get the passport, they have a form for that consent and will probably want you to use that one.

The form for a notarymight be the right form, but best to contatc the embassy or www.consular.go.th . They tend to be very helpful at the consular department.

Signature is of course the same, but if you have a name in Thai (like on the birth certificate of the child), you fill in that name in Thai language. I guess many people simply fill in the name in English only.

This is what ended up happening.

Since we now have a house in Krabi, we decided to put my wife and daughters' names into the Housebook and get ID cards in Krabi. But when we went to the Amper we were told that our daughters needed to be interviewed because they weren't born in Thailand. However, only the top official at the Amper was authorized to perform these interviews. Unfortunately because the top official was recently appointed, he or she couldn't do it now and they couldn't tell us when the interviews could be done. And since we were leaving Krabi in 2 days, we decided to see if we had better luck in Phatthalung where my in-laws live.

So we went to the Amper in Phatthalung and my brother-in-law brought the house document. We had to get 2 witnesses that knew my wife from the local government, multiple copies of all our documents, wait for a lengthy report to be written by an official and then entered into a computer by someone else all to allow our daughters to be entered into the Housebook. Then someone else handled the applications for the ID cards. We had to make more copies of some of our documents, wait for the application to be submitted and then have 2 other staff members took pictures, fingerprints, and signatures and finally generated the ID cards. The whole process took 7 hours with a one hour forced lunch break.

With the ID cards, expired passports, and birth certificates we headed to the Songkhla passport office a few days later. Because we had so much trouble getting the girls entered into a Housebook so they could get ID cards, we decided I should be there when my daughters renewed their passports. Fortunately, it took less than an hour to complete the passport renewal applications. And 7 days later the passports arrived in the mail.

I had no idea that registering a foreign born Thai into a Housebook would be such a difficult task.
