I noticed the large wind turbine is operating first time in over a year maybe longer, at the Alternative Energy Station on the hill overlooking Nai Harn Bay. Does this facility supply power to anything or just experimental?

I saw it working a month or so ago.

I see it turning from time time, but is it actually producing any energy, or was it someone's cousin that got the contract?

Windmills, like this one, are great for the postcard images.

The problem is it overheats easily. It was down while waiting for parts. You'll notice they run it evenings and early mornings.

As far as know it's been there for over 10 years and as far as I know it;s experimental.

Well the sign says "research and development" or something, so that may be an indication. You could probably pop in there and ask.
