Yes cling film at cm plastics is 20bt for a 30m roll, 300 wide.

I guess I should have added that wrapping is ok if it would only cost 20B or 30B if you wrapped it yourself and your luggage contained only clothing and nothing suspicious like liquids or powders.

Up to you of course but it's probably being a bit paranoid not to mention just a shameful waste of a horrible pollutant.....go green! Reusable lock straps...think of the planet ... Every little but helps...
