If you are also getting a web hosting service for your website most such services will have free tools for website creation. See, for example, 1and1.com for what they have.

Google Sites is simple and free https://sites.google.com/

Agree thumbsup.gif.pagespeed.ce.dtxKiAJ9C7.gif but Google has a knack of making their instructions a bit hard to follow.

Once you get the hang of it though, you can make a simple web page in less than 30 mins. All you need is a gmail address.

It's fairly restricted in terms of formats and images, but for examples of what others have achieved with this, put this url into Google search :

If you want a create a free website and have little experience I would go for one of the mainstream free web 2.0 sites, wordpress.com has the highest authority, blogger.com (google), tumblr.com, weebly.com. These are all designed for people who want to create simple sites without a lot of effort. Personally I like blogger because it's owned by Google.
