Thailand prepares to celebrate Asanha Bucha Day on July 11

Provinces across the country are preparing to organize religious activities in early July to commemorate the Asanha Bucha Day, which falls on July 11 this year.

In certain areas close to Bangkok, candle processions, mass alms-making ceremonies, and dharma talks will be held at Nakhon Pathom’s Buddha Monton area. Members of the royal family are set to represent Their Majesties the King and Queen at the event.

Elsewhere in the Northeastern region, the Candle Festival in Ubon Ratchathani is considered the province’s biggest religious celebration. The highlight of the festival is an elaborate Candle Parade held towards the end of the Lent period, which features a procession of ornately-carved beeswax candles of various shapes and sizes. Another well-known candle procession will also take place in Surin, where a mass merit-making session will be staged on elephants’ backs.

Off to the North during July 4-12, activities including Dharma sermons, musical performances, and candle-making ceremonies will be staged in Chiang Mai to celebrate the occasion. Students can also participate in Buddhist teaching quizzes and win scholarships.

Asanha Bucha is a Buddhist festival which typically takes place in July on the full moon of the eighth lunar month. It is one of the most important festivals commemorating Lord Buddha’s first sermon, in which he set out to his five former associates the doctrine that had come to him following his enlightenment.

This first pivotal sermon, often referred to as setting into motion the wheel of dharma, is the teaching which is encapsulated for Buddhists in the four noble truths.

The day after Asanha Bucha is known as Buddhist Lent or the 'Rains Retreat’. Monks must spend three months of the annual rainy season in permanent dwellings and avoid unnecessary travel during this period. Many people also vow to give up alcohol or meat during this period.

Charupong to take his objections to the UN

BANGKOK: -- Charupong Ruangsuwan, the fugitive ex-leader of Pheu Thai Party, has continued his anti-coup moves by saying that he intends to tell the United Nations secretary-general and international human-rights organisations that most Thais disapproved of the military takeover but were too scared to protest.

In a post on Facebook, Charupong said he had "sparked a fire" in the people to oppose the military's power seizure, saying the success depended on the whole country uniting to protest peacefully.

Charupong, who defied an order from the National Council for Peace and Order (NCPO) to report for questioning, last month announced the formation of a new anti-coup movement, the Organisation of Free Thais for Human Rights and Democracy (FT-HD), to urge a speedy return of democracy. He said his group was unarmed and would protest peacefully.

Charupong said after setting up the FT-HD, he visited many countries to explain the situation in Thailand.

In his weekly TV address last Friday, junta chief General Prayuth Chan-ocha urged Charupong to surrender and defend himself in court.

Meanwhile, deputy National Police chief Pol Lt-General Somyot Poompanmoung yesterday denied allegations that police and military officials discriminated against political protesters and applied double standards.

Somyot said NCPO Prayuth had instructed security officials to treat anti-coup protesters in the same way as those who support it.

Instructions to security forces wereclear, he said. Officials must refrain from using force and properly follow legal procedures in enforcing the law.

They have been instructed to take photographs of protesters and their rallies. The protesters would then be summoned for talks in order to have their "attitude adjusted".

If officials need to detain protesters, they must avoid rounding them up at the scene so as to avoid spreading negative perceptions about the NCPO. This is to help prevent the junta from becoming the subject of attack by foreign and local media.

Somyot also gave evidence of how different groups have received the same treatment from the NCPO. NCPO supporters presented books and flowers at the Australian Embassy, while NCPO opponents sat and ate sandwiches at the US Embassy. Both groups were dealt with in the prescribed fashion.

He added that bloggers who posted content deemed to cause division would get a warning. Repeated violation of the ban will lead to prosecution in accordance with Article 116 of the Criminal Code with a penalty of up to seven years' imprisonment.

Meanwhile activist Sombat Boonngamanong, who led an anti-coup campaign, has been released, after having been detained since early June. He faces charges of incitement, computer crime and ignoring an NCPO summonses.

After his release, he was taken to another court in the northeastern province of Roi Et to hear a separate charge of insulting the monarchy. He was released on Bt300,000 bail.

However, yesterday morning he re-emerged on the social-media platform Twitter with a post saying: "Tall, fair, big belly, short hair [himself] has returned to the Tweet World now."

Meanwhile the military court has approved a request from police to detain and question former education minister Chaturon Chaisang for another 12 days. He can be detained until July 14.

Chaturon has been free on bail since June 6 on condition that he must not stage protests, express political opinions, instigate revolt or leave the country.

Interim charter will show where the country is headed

BANGKOK: -- In a bid to prevent history from repeating, an interim charter will likely incorporate a provision that empowers the National Council for Peace and Order (NCPO) to have control over an interim government, especially when it comes to issues that affect national security.

Providing that there are no "hiccups", an interim charter is expected to be formally announced this week. The promulgation of the charter will bring the country to the second stage of the NCPO's roadmap to democracy, which means an interim government will be installed. But the question is whether the military will hand over all of its powers to the interim government. If not, the NCPO will have to provide good reasons why it needs to maintain some power.

Insight can be gleaned from the 2006 coup. On that occasion, coup leader General Sonthi Boonyaratglin is said to have lost power before he had the chance to complete the task he aimed to achieve, which was to eradicate the influence of Thaksin Shinawatra and his family. This stemmed from the former Army chief handing over his power to General Surayud Chulanont by appointing him as premier of the military-installed government. Sonthi himself headed the Council of National Security (CNS).

Critics say Sonthi's loss of control over the military-installed government was exacerbated by legal obstacles. The interim charter imposed by Sonthi stipulated that "in any situation deemed appropriate, the CNS chief or PM may seek a joint meeting of the CNS and the Cabinet to solve issues related to peace keeping and national security or hold consultative meetings on other issues".

Legal experts say that the way this provision translated meant that the CNS did not have control over the interim government. As a result, Sonthi was unable to complete his mission and was attacked for his failure to uproot Thaksin's influence from Thailand.

To prevent such legal loopholes this time, the NCPO is likely to opt for some provisions copied from the 1991 interim charter that empowered the National Peace Keeping Council led by General Sunthorn Kongsompong to have powers equal to or greater than his coup-installed government.

Drafting a charter is not that complicated a task. What is difficult is how to win public acceptance in order to impose the law without resistance.

So far, NCPO chief General Prayuth Chan-ocha has faced relatively little opposition domestically because the country had been tilting dangerously close to anarchy. The public has willingly accepted orders from the NCPO in the belief that they are restoring peace and order.

The coup has been perceived very differently overseas. The NCPO has come under fire from the United States, which has blocked US$4.7 million in security-related aid to Thailand as a result of its disapproval of undemocratic power seizure. The superpower also froze US$3.5 million in aid a day after the May 22 coup. The US last month moved to downgrade Thailand's ranking to the lowest level in its annual human-trafficking report, which highlights maltreatment of migrant workers. Thai food export companies have been hit by the action. European Union ministers have also halted all official visits to Thailand and suspended the signing of a partnership and co-operation accord. The next protest by the US could be moving next year's Cobra Gold - one of the largest US military exercises - from Thailand.

Moving on to the second stage of the road map to democracy will help reduce the threat of further sanctions from the international community as it helps to prove that the NCPO is sincere about bringing back democratic rule.

An interim charter is significant because it clearly sets out the country's power structure from the time the charter becomes effective until an election is held and an elected government is formed, the third and final stage of the roadmap. The interim charter will help to steer the course where Thailand is headed in terms of administration and reform.

NCPO: MRT fares unchanged for another 4 months

BANGKOK, 2 July 2014 (NNT) – At the daily press conference of the National Council for Peace and Order (NCPO) at Government House today, Dr. Yongyuth Maiyalap, of the NCPO’s public relations unit revealed that the NCPO committee has been notified of an agreement between the State Railway of Thailand (SRT) and Bangkok Metro Public Company Limited, the operator of the MRT Subway in Bangkok, to delay a rise in train fares for another 4 months.


The extension means the MRT fares will remain between 16-40 Baht, despite the regular 2-year price progression. However, this price freeze is only until October 2014. The extension was made because of the country’s current economic status and to spare commuters the necessity of higher spending on transportation at this time.

After October 2014, the new fares will still start at 16 Baht and only reach 42 Baht depending on the distance; this new range of fares will be effective for another 24 months once the new prices take effect in October.
