This has been making the rounds on Facebook for a few weeks now, and one of my European friends tells me that it's been all over the prime time TV there lately too.

We sure could use a lot more of this sort of thing. Maybe some folks would wake up!

Ever been to Ho Chi Minh City? Nearly 100% helmet compliance. Why? The first offense they give you a ticket. The second offense they confiscate the motorbike.

That type of penalty system might also work with the subject illustrated in the video.
