I've used Skype forwarding. It requires a subscription, but once set up with that there is no per-call charge and it works well People call my land line number in Australia and get put through to my Thai mobile. I'm no sure about Viber. I haven't used it in much - in Japan quality was exemplary; the only time I've tried it in Thailand, call quality was non-existent, and I had to text the person calling me to call me back on Skype, which did work.

can you get a thai mobile number thru Skype ? and can you SMS thru that number ?
