House Air Filters.

I'm finding it expensive buying replacement Carbon filters and HEPA filters for my Winix air filter. Does any one know where in Bangkok I can buy activated carbon sheets and HEPA sheets,which will allow me to cut my own sizes to fit?

carbon sheets: no idea

But cheap carbon powder is available....it is to refill scuba compressors. Maybe you can make something out of it.

Else coal from wood should work.....of course less good than the perfect product but it cost almost nothing.

Have you tried "Filtrete" sheets? I buy them at Tesco for my air con air filters, and think they might be HEPA. They are cut-to-size electrostatic sheets with double-sided adhesive strips to attach them:
