I've read that the official change will be 1st September but they were supposed to be running numbers in tandem from July? As far as I know this is not hapenning yet. Has the new digit 8 been quietly dropped or is the merely TIT that they don't run in tandem?

Looks like a grace period 1 Sep to 30 Nov, not sure if that means old nine digit dialled calls will go through domestically?

"During the grace period from September 1 - November 30, DTAC customers can rest assured that they can still use their mobile phones as usual, both for domestic and international calls. Incoming overseas calls can still be received at the old 9 digit numbers."
