This is interesting to say the least. The UK was already out of line with many countries in the EU. When I take my Thai wife to Europe we don't have to pay for her visa, but we do if she goes to the UK despite her having a British husband. This now appears to take things a step further, saying she won't need a visa at all. No idea when this might be effective from. The opening and penultimate paragraphs seem to leave no doubt about what is expected now of the UK.

The ruling would only apply to your wife if you and she lived in another EEA country. As you live outside the EEA in Thailand then your wife is not covered by it.

BTW, if you were, for example, French then your wife would not have to pay for a UK visa were you both to visit the UK; but she would have to pay for French one to visit France.

The EEA freedom of movement regulations do not apply when the non EEA family member is visiting the state of which the EEA national family member is a citizen; except in certain circumstances which do not apply to you as you live in Thailand.
