Can someone please assist with a translation of this screen grab?

I can't contact my chief translator/wife and urgently need to know what it says.

It reads จับประเด็น ยกร่างรัฐธรรมนูญ. Without context it's difficult to make a meaningful translation.

Word for word it's something like:

Catch point.
Advance the draft constitution.

Basically it is what we are receiving in Australia from Thai PBS instead of their usual broadcast. I had thought it would be describing a loss in transmission but it doesn't seem so.
