How long does it take to get Thai passport for baby overseas?

Dad is Thai, mom is foreign, baby will be born overseas not in Thailand. I found some info of how to apply for passport for the baby online but still unsure of some things. Question is will the baby be able to receive his/her Thai passport overseas at the Thai Embassy? if so how long will it take?

If not I assume the baby will have to be back in Thailand to receive it, I know some countries the baby needs to be in the home country to get a social security number before a passport is issued, not sure about Thailand.

At most embassies a passport can be applied for at the same time the babies birth is registered.

It can take as much a 2 months to get the passport at an embassy because they only produce the passports here.
