You have to be careful with your timing if you were hoping to take bubs home for Christmas.

You want to register her in December....fine, but it will take two weeks. Then, you'll have to apply for a passport, another 10 working days, ie two weeks. You can't get the passport without the citizenship certificate. So if you can get the citizenship sorted now, I'd do so.

And don't forget, you'll need three days in there somewhere for the Thai passport to come through. For each application (Aust PP, Thai PP and Citizenship rego) I estimate about 1/2 day for each in pissing about.

Following on, see also Australian Passports:

It is necessary to apply in person for an Australian Passport at the Consular Section of the Australian Embassy in Bangkok. Office hours are between 0830 and 1630 Monday to Friday. No appointment is necessary.

YOU CAN NOT APPLY FOR PASSPORTS THROUGH THE MAIL

More information about applying for a passport at the Embassy in Thailand

Similary, with regards to a Thai passport, see Documents required when applying for a Thai passport. The application will also have to be done in person at one of the passport offices as fingerprint (or toeprint for babies) and photograph have to be taken on site.
