My GF is currently in Norway visiting her sister, when she returns does she have to wait 3 months before she can apply for a UK visa or can she do it immediately?

The UK is not in Schengen, so your g/f can apply for a UK visa immediately upon her return to Thailand.

Basically, visa applications should normally be made in the applicant's country of residence, except in certain circumstances outlined in Vinny's link.

It is unlikely that she falls into any of these categories, so I reckon she'll have to apply in Bangkok.

There's no harm in asking. Phone 'em up and enquire whether they'll accept her application at the embassy in Oslo. The worst that'll happen is they say no.

I can't see the visa section in Oslo being rushed off its feet.
