The Executive Decree on Public Administration in Emergency Situations may be invoked in the far South

The Fourth Army may have to invoke certain sections of the Executive Decree on Public Administration in Emergency Situations in the deep South to facilitate operations of security forces.

Commander Ongkorn Thongprasom (องค์กร หองประสม) said enforcement of the decree needs approval of civilians, the police and military and religious leaders in the three southernmost provinces of Yala, Pattani and Narathiwat.

Lt. Gen. Ongkorn said curfews may be imposed and travels on certain roads may be prohibited for security reasons.

Lt. Gen. Ongkorn said security has been tightened in the three southern border provinces to prevent violent incidents that may occur during September 16th and 20th.

Which is why a man in a black shirt & shades beat, kicked & broke the ouija-board, in a vigorous demonstration of the new Surat Thani method of tapping a rubber-tree. :D

The board was later arrested by the police, on suspicion of being involved, in a bomb-hoax against the Supreme Overlord of the Universe. :o

PM Thaksin admits he is anxious about violence in Deep South

Prime Minister Thaksin Shinawatra admitted that he is concerned about the unrest situation in the three southern border provinces as the system and people are deemed weak.

Prime Minister Thaksin spoke about the performances of the government in a TV talk show called “Sanam Pao Station” on Channel 5 this morning. He said the reform of the government system has succeeded in a certain level, but the reform has to take place in the entire administration. He said the problems exist due to the organizational culture and it would take time to change the system.

The Prime Minister admitted that he is tensed about solving the unrest situation in deep South as both system and individuals are not strong enough.

He said there is a need for experts and talented people to educate the youths there.

Prime Minister Thaksin Shinawatra admitted that he is concerned about the unrest situation in the three southern border provinces as the system and people are deemed weak.

He said the reform of the government system has succeeded in a certain level, but the reform has to take place in the entire administration. He said the problems exist due to the organizational culture and it would take time to change the system.

Organizational culture??? Over 1,700 people have died because of "organizational culture"??? :o

The Prime Minister admitted that he is tensed about solving the unrest situation in deep South as both system and individuals are not strong enough.

He can't be too tensed spending a month globe-trotting around the world and out of the country... and ignoring the problem for years before that. :D

A Border Patrol Police patrol unit finds suspected weapon hiding places in Yala

A Border Patrol Police patrol unit has found two big holes near the Thai-Malaysian border in Yala’s Betong (เบตง) district suspected to be used to hide weapons.

Inside each hole which is a meter wide and two meter deep was an empty 50-liter blue plastic container believed to be brought there by groups staging violence in the deep south to keep their weapons for future attacks.

Authorities are trying to identify the fingerprints on the two containers.

ACM Kongsak says southern locals work well w/ the authority

The Interior Minister, Air Chief Marshal Kongsak Wanthana, said the local residents in the three southern border provinces have given a better cooperation with the officials in arresting the insurgents more speedily. He has also prompted the officials to keep a close eye in the public areas.

ACM Kongsak said the officials have been able to arrest the culprits who were involved in the simultaneous bomb blasts in various banks in Yala Province late last month. He said this was due to the good cooperation from the local residents. He said the cause of the blasts was unrelated to the founding day of Mujahidin group. He said unrest incidents will not take place if the officials are able to capture all the culprits. However, in-depth interrogation needs to be done again, and the search for the main instigator has to be carried out as well.

As for the cases concerning the bomb plots in Hat Yai Train Station, Hat Yai Airport, and six banks in the deep South, ACM Kongsak said he has received related reports continuously, but the information has to be checked in detailed without any complacency. He said all units have to be alert and prevent unrest events from happening in various places, especially public areas.

The Interior Minister said prompt actions and clarifications by the officials will boost the confidence of the local people.

ACM Kongsak instructs volunteers in Surat Thani to cooperate with the authorities in solving unrest in Deep South

Interior Minister Kongsak Wanthana (คงศักดิ์ วันทนา) has instructed 540 volunteers in Surat Thani (สุราษฎร์ธานี) Province to cooperate with the authorities in order to solve the unrest situation in the three southern border provinces. They have been assigned to encourage people to exercise their voting rights.

Air Chief Marshal Kongsak said the ongoing violence in deep South is a crucial issue at the moment. He has urged all volunteers to assist the authorities in preventing violence and help them in organizing the upcoming general election.

The Interior Minister has also presided over the launch of the CCTV installation project in the region. He said CCTV is a tool that would support the performances of the police officials. Thus, local residents and tourists would be confident in the officials' security measures.

the only connection I can think of is... the pro-Thaksin goon that beat up old men and women at the Central World fiasco was "a rubber tapper" from Surat Thani.... Is that what they are planning? Take 540 hired thugs and crack some skulls in the Deep South??? :D

DPM Chitchai: it depends on the consideration of the officials whether to extend the implementation of Emergency Decree in Deep South

Deputy Prime Minister and Justice Minister Chitchai Wannasathit (ชิดชัย วรรณสถิตย์) stated it is up to the officials to decide whether they would extend the implementation of Emergency Decree in the deep South. He has also condemned the insurgents for the recent bombing incident in Hat Yai (หาดใหญ่) District of Songkhla (สงขลา) Province.

Gen. Chitchai said that Prime Minister Thaksin Shinawatra is concerned over the recent bomb blast in Hat Yai. The premier has assigned relevant units to fully look after the district.

Gen. Chitchai however praised the Songkhla Governor and the commanders who were able to control the situation. He said the officials are prepared for any possible violence, but it is necessary for them to find the loopholes in the security measures. He said they will have to see if there is a loophole in the installation of CCTV in the area.

Deputy Prime Minister Chitchai has condemned the insurgents as many innocent people have suffered from the consequences and the economy of the southern region has been seriously affected from this incident.

Yala religious leaders agrees to restore SBPAC

A religious leader in the southern province of Yala, Mr. Nimu Makaje (นิมุ มะกาเจ), agrees with Chart Thai Party leader Banharn Silapa-archa's advice of restoring the Southern Border Provincial Administrative Center (SBPAC), in order to deal with the violence in the deep South.

Mr. Nimu spoke about Mr. Banharn’s suggestion to restore SBPAC, saying that he agrees with the idea, as the center had performed well in tackling the violence in the deep South, and its officials could meet the demands of local residents. He said that SBPAC would also allow the local people to join the officials in setting policies that lead to peace in the region.

He believes that if SBPAC is restored, religious leaders would then be ready and willing to cooperate with the officials.

Yala religious leader urges officials to make understanding with people on curfew

A religious leader in the southern province of Yala, Mr. Nimu Makaje (นิมุ มะกาเจ), said that officials must develop a mutual understanding with the local people and inform them the reason of imposing the curfew.

Mr. Nimu said that the curfew may be used in the southern region, and police must rapidly clarify the local residents about it, as many of them may not have a clear understanding on this measure. He said that if the curfew has been imposed, many people, especially the Muslims, would be affected as the period of Ramadan. He said that Muslims will have difficulties in performing their religious ceremony during this time.

He has urged the officials to consider on this matter, and if they decide to use the curfew, they should create a mutual understanding with the local residents before enforcing it.

Situation along Thai-Malaysia border is still at normal state

The atmosphere in Betong District of Yala Province, the border area that adjoins Malaysia, is still normal. Tourists continue to travel between both countries, and people are living their lives normally. However, education institutions in Thailand have been ordered to close down for the time being.

People cited that soldiers should have seized the national administration earlier as there had been disunity in the society which would not benefit the country.

Lt. Gen. Ongkorn says imposing martial law in deep South will not affect religious practices of local residents

4th Regional Army Commander Ongkorn Thongprasom (องค์กร ทองประสม) stated that the enforcement of the martial law in the three southern border provinces of Thailand will not affect the religious practices of local residents during Ramadan period.

Referring to the Council for Democratic Reform’s (CDR) decision to impose the martial law, Lt. Gen. Onkkorn said other regulations have not been imposed yet such as the prohibition to travel outside the locals’ residential areas. He stated that everything is proceeding normally, but some measures might be implemented to tackle any southern violence in the future.

The 4th Army Area Commander has also accepted the religious leaders’ proposal for the insurgents to report themselves, so that the areas would be developed. He said the proposal will be considered, adding that it would be beneficial if the insurgents would report themselves to the government.
