Can ownership be transferred using government forms or does the owner need to go to vehicle documentation center with buyer in Chonburi for transfer to take place?

Also where exactly is govt center - near Bang Kadi?

Documents depends if owner is Thai or foreign.

Owner doesn't need to go to DLT if they give you a power of attorney form "bai morp umnartl

Chonburi DLT is near the army base will post Google map tomorrow.

You can also get it get from ( some ) book stores and upstairs at "Friendship" supermarket.

documents required from your wife

Signed copy of ID card front and back ( not expired )
Signed copy of house registration ( not allways required in fact probably not required now)
signed " nungsue moub umnart " หนังสือมอบอำนาจ ( if seller is not going with you to DLT )
signed "beb kum kor own le rup own " แบบคำขอโอนและรับโอน ขส.บ. ท. - 11

If the car is registered in Chonburi province you can go to the Pattaya DLT if not you'll either have to go to the Chonburi DLT and

"move" the car to Chonburi before being able to change names or go to the main DLT of the province its currently registered in to do the name change.

Does this include getting new plates and new book?

Its a common dispute about the need to have new plates when selling a car to an owner in a different province.

Its a common dispute about the need to have new plates when selling a car to an owner in a different province.

There is no need ( as in requirement by law ) to change the plates/province if the buyer lives in another province its just a matter of convienience.

The name transfer is supposed to be done in the province that the vehicle is registered, not so convenient if its being sold in Chaingmai with Bangkok plates as they want to inspect the vehicle you would have to drive the 700 odd KM to Bangkok get the name updated in the book

( hopefully same day ) then drive all the way back.

If you "move" it to another province then yes they give you new plates ( same book just updated or you can ask for a new book if you want )

and at least 2 trips to the ( now local ) DLT

or get an "agent" ( they hang around the DLT ) to do the process they seem to have "connections"

that can do otherwise "impossible" things.

Was she entitled to 50% of the car in the divorce?

If you're ex is named in the blue book then she is officially the legal owner whether you paid for it or not.

she's got you over a barrel !
