Police to regulate pubs near university campuses

BANGKOK: -- The Royal Thai Police plans to seek cooperation from the Excise Department to regulate all entertainment venues, pubs, and liquor stores near the Dhurakij Pundit University after yesterday's police raid found many have no licences to operate and sell liquor.

The raid was led by assistant police commissioner of the Royal Thai Police Pol Lt Gen Prawuthi Thavornsiri.

Three entertainment venues have no operation licences, no licences to sell liquor, and some allow visits by youths under 20-years old.

Some stores also also provide Baraku services to clients.

Pol Lt Gen Prawuthi said from now the Royal Thai Police would seek cooperation from Excise Department to regulate the entertainment venues in the area at a meeting on June 15.

Meanwhile a team of excise officials also raided the area behind Thammasat University Rangsit Centre, Bangkok University and Rangsit University following complaints that many liquor stores have no operation licences.

However the raid found no violator as they sell closed their stores before the team arrived.

Excuse chief Somchai Poonsawat said officials would check all stores if they have licences to sell liquor or not.

He said excise officials would tighten check on these stores regularly to ensure they operate legally.

I knew there had to be one. But the excuse that the possibly illegally operating venues were shut when BIB arrived needs some work.

Anybody understand what a "baraku service" is?

I understand baraku is similar to Shisha/Hookah, currently Thailand's public enemy number one....

One day the cops will actually start to do some real police work and slowly start to drag Thailand away from the 3rd World....

Maybe in a very far future you mean?

Since Mr P stated he won't reform the police and leave it to the next PM...

Then stating he can stay longer if people want him to...

Or in other words:

They had unofficial licences, received in exchange for envelopes...............

"OMG, we are not getting our share, time for a crackdown!!"

Isn't that some of this Japanese "Bukake stuff?"

Maybe its a translation problem.

But police do not REGULATE, they enforce. Clearly the police raids are an exercise in law enforcement, however poor in judgement.

Currently only the NLA and NCPO have the power to pass laws to regulate businesses.

If the police are truly asking for legislative power, it would be inappropriate. And if the Excise Department were to grant police regulatory powers, it would be illegal.

I run a restaurant will all licenses valid. The bureaucracy though is ridiculous compared to the governmental income on that stuff:

- license to play music in public (municipality)

- license to cover the copyrights for the above (MPC copyright enforcement agency in Bangkok)

- license to serve food (municipality)
- license to sell local tobacco (excise)
- license to sell imported tobacco (excise)
- license to sell alcoholic drinks (excise)
- license to put up sign boards/light boxes (municipality)
All above accrues possibly THB 10'000 a year, the MPC license alone takes 80% of it. To keep this avalanche of paper validated you need copies of copies of copies of company registration, shareholder registrars, tax returns, copies of house registrations and land title deed.

I don't even want to go to social security insurance, revenue department, tax office etc. etc.

It is frigging frightening and IMHO serves only one purpose; to ransack enterprises as it keeps you busy keeping all above validated. Got various visits on "checking" our paperwork and I kicked all of 'em out referring to the fact, that if they are genuinely instructed to check then check their own office paperwork first where they can see that we're clean. It took 'em two years to understand as no access was granted without search warrant and ever since - six, seven years back - nobody ever came again as ........... no envelopes would get passed.

So forget dredging Thailand out of a 3rd world country status; we shall not see anything in that direction during our lifetime - that's for sure!

There was another item in the news here recently about a bunch of pubs/clubs elsewhere being raided and closed, Thong Lor, I think.

What was striking about the other article was all the places the police raided for other reasons turned out to be operating without entertainment venue licenses.

Kind of makes you wonder, apart from farang operators, do any of the Thais running these kinds of businesses out there actually do so legally???
