Foreigner on extensions buys a car on the drip, Pays say over 5 years. VAT is added on the loan and receives statement each month clearly stating VAT. Is it possible as a Foreigner to claim this back at the airport...If so how?

No chance. The VAT refund scheme is for visitors taking goods out of Thailand bought from shops that join this scheme.

In your case; with 5 year extension unlikely you qualify for it. A lease/credit company is not signed up for the scheme as it is not a shop. The car does not leave Thailand.
