Used truck purchase. Inspection in BKK, register in Phuket?

Everyone seems to agree it's better to wait to hand over cash until the vehicle has been inspected the OLT to confirm it is not stolen. Makes sense. I would then prefer not to wait several days in BKK to transfer my name to the book. Can the seller and I go to the OLT, complete the paperwork for the transaction then upon approval or the documentation get the vehicle VIN inspection (pay the seller) and then drive the car to Phuket to turn in the paperwork for the registration? Are the forms all generic or region specific? Any other problems with that plan?
