The answer to this question entirely depends on the financial position of Thailand over the next few years. Crisis in 2006/7 = never. For evidence, view various rusting concrete pillars for the "new highway" envisaged in 1996/7

Well, progress 'looks' pretty good so far, as I have to drive by it just about everyday. I'd wager it's done before the end of 2008.... unless STECON gets it's contract/bid audited by the the OAG of course.
