QB should have been running up to the receiver to congratulate him rather than running around celebrating his own throw (which was overthrown! he had no right to think the receiver would bring that one in)

A touchdown is a touchdown. The QB Cutler probably has had enough perfectly thrown passes dropped by receivers in the end zone that he can take the 'freebie'.
