Reason for asking is the 90 dollar chage.

Neighbour just used it and when I showed him the 30 dollar charge on evisa.gov.kh is now worried that it's going to be not a real visa etc.

Need to know if its a total scam or an agent rip off.

Yep.

https://www.evisa.gov.kh/ is the genuine site.

A mate of mine applied for one recently, and was glad he did - it saved him a very long queue at Phnom Penh airport to get a visa on arrival.

Problem my neighbour now has is apply again on the correct site, another 30 dollars, visa hasnt arrived yet from cambodiaevisa.com, or join the queue on arrival.

He did the crossing with the issued e visa no problem but still a bit hacked off at paying 90 dollars instead of 30.
