More or less but the online system is working now.

If the place you staying has done the report immigration can check to see it it was done by checking their database.

The hotel has given me a printout taken from the Immigration DB, clearly showing my details. This was what I took before which prompted the IO to not require a TM30. This time I shan't bother with a TM30.
