This "IMSI catcher" technology is at least ten years old.

I worked in a company developing communication test equipment with focus on mobile networks (protocols) until 2005 (!).

And even in this time frame the Rohde & Schwarz IMSI catcher was a well known product.

A small group of coworkers had contact with a US intelligency agency how to complement this with the protocol test equipment.

The name of the agents they were discussing with was Peter, Paul and Mary cheesy.gif
