Why did a resident have to call?

It is literally out the front of a police station and there is a policeman in the actual video when it happened, surely the police could have been responsible for calling rescue?

I wonder what they did afterwards: "Hey look, a big tree falling on the road and hitting a van. Oh look, time to eat".
