Herbal medicine in hospital and local market

I know a local market where they sell many sort of "herbal medicine " ; I found Carthamus tinctorius  Safflower tea  for 35 baht ( powder tea )

then I went in an hospital where there  is a place for herbal medicine ; many customers there, especially women, the same plant sold 80 bahts the pack of 10 bags, 2.5 times more expensive, a real business ( their products come from here http://www.abhaiherb.com/en/product/herb-medicine 

in the shop ( I call it a shop but it was inside the  hospital in Prachinburi ) I asked  to a man who works ther " why it was so much more expensive that in the local market "and he answered

" because in the market , its a " copy " ; so my question is : are the plants sold in the market are copy ? this shop sells beautiful packs which seem a little bit luxuous to me and I wonder if it's worth to buy here

in market and hospital they write that safflower is good for hypertension but when I look on the Internet they say it's good for cholesterol and for the heart

are these herbs as efficient as  pills we buy in pharmacy ? I don't like  pills, I prefer natural plants
