VOA @ 3000 baht which countries and when effective?

VOA will be increased from 1000 to 3000 bath

I like to know which countries/nationals are listed to pay

when does it comes into effect ...jan 1- 17?

It increased to 2000 baht on September 27th.

A visa on arrival is only for those from 19 countries.
