I apologize if this has been covered but i need advice on buying a second hand scooter in bangkok that has not been registered( owner has no work permit)

Hi everyone, 

 First off, I like to thank everyone for thier invaluable assistance and advice on this forum. it has heped me tremendously over the years. I apologize if this has been covered but i need advice on buying a second hand scooter in bangkok that has not been registered( owner has no work permit). I have inspected it and I believe its in the condition he describes it. No tampering whatsover. 

 We agreed on a price and he will ride it to my house and right after we will both go to the store where he originally bought it and the store will do the paperwork to transfer it and get new plates in my name.  He explained to me that they know him . He a Loas national. I am a thai national with all thai paperwork (id and thabien bhan). Does this sound ok? I ask here because you guys are much more knowledgeable and have more experience than my friends and family. Does anyone think there will be a problem with the transfer of the scooter in my name and having it registered in Bangkok in my name. HOw much should the transfer cost? Is there anything I should be looking out for? Am I missing anything?

 Thank you guys for all your help. It is being read and research and it is invaluable.

 The bike is 9 months old. It does not require an inspection from DLT.

Loas guy and bike shop could be a cahoots together.

 

Ask seller how many keys he has for the bike, BTW a work permit is not needed so thats dodgy from the get go.

 

To avoid being stooged (assuming this thread is legit) sort it at the transport dept.

Yes i thought about it too.. i will get a better feel of it at the shop. He has one key and told me he made a copy because he lost the second key. he has the original manual in his name and maintenance signed off..

Im starting to lean on walking away... to many unassurances... after i pay him.. there sno guarantee that ill get the greenbook from thedealer in a month. I may just b better off getting a new Nmax... now that I got that Idea.  Watch my next post... lol... thanks Don.

its 9 months old, how much cheaper was it versus buying new ?

 

And if you go to the trans dept you will get a book same day or atleast official paperwork to that affect.

63,000 for his . And i didnt know i could go to dlt directly because its not registered to him. Now u got me thinking.. if he goes with me to dlt.. issue will be resolved... one way or another....

If the scooter is clean (not stolen or registered before, or has financing still unpaid), you should be able to register the scooter as easy as paying 600 THB and showing all the original purchase invoices (also take 3 copies with you). Probably the Thai Department of Road Transport will have a few more documents they want, so best to call them in advance – this will eliminate a few extra trips.

 

Depending where you stay you will get your greenbook (registration papers) and license plates within 30 days...

Ok. Now that i know i can go to dlt directly. I will propose that to him to bring him annnnd the bike to dlt and see what he says. He doesnt come off like a thief... he seems hes doesnt really care much,..

A good percentage of people who want to sell a less than a year old scooter without registration papers, and have some dodgy story why the scooter/motorcycle has no plates or registering papers is because the scooter or motorcycle is still under financing. Most stopped paying the finance company and moved house so the finance company cannot find them to reclaim the scooter/motorcycle.

 

Of course, finance companies are not stupid and they keep the original registration papers... So you can expect that the DLT will look at you with a smile and tells you that the scooter is already registered and reported stolen by a financing company. (If somebody stops paying the finance company, and after I believe 3 months cannot reclaim the scooter / motorcycle they will report it stolen.) Therefore make sure that you go with the seller to the DLT, as you not want to be charged with motorcycle theft.....

BIGBIG thanks Robert. I did not know that... but ... he just agreed to go to Dlt with me with his Id, residency papers, the bike , and the original invoice... hmmm??.?

He has a residency certificate ("residency paper"?), original invoice and all is in order? Then why did he never register it? Did he give you a plausible reason? As mentioned by Dilligad, a work permit is not required to register a bike.

 

Seems like you wouldn't save all too much anyways, 15k and you have to pay for registration and possibly back tax? And someone might have another key so you might want to change the lock (not that these shitty locks could keep away any halfway determined thief but anyways). Personally I'd pass.

Registration for a small-capacity-bike (currently 0 to 350cc) is only 600 THB, motorcycle in the big-bike segment cost much more to register. Also because the scooter was never road legal, as it was not registered... for the Thai law the scooter was never used on the public road and therefore no back taxes are possible.

 

The original invoice would be a interesting document to look at, as this would likely show that the scooter was sold with financing or not (but this is not 100% waterproof, I once bought a Ducati and did the financing with my bank).

• A copy of every important page in your passport. This includes the info page, page with your visa, page that shows when you last entered the country, page showing your current visa renewal (if applicable), and the page showing your last 90-day report.
• A copy of the rental contract from your house or apartment, or house registration booklet
• 2 visa photos
• 500 or 600 THB (the cost seems to variate from DLT office to DLT office)
• Residence Certificate application form (available at the immigration office)

Yea.. I like to see the invoice too.. when we go to dlt , hopefully ill see it.. when i checked out the bike... he had virtually no papers , he just seemed like a guy with money but no care for procedure.. then again.. there was a language barrier too... i understand about the back taxes.. and I hope there wouldnt be for the same reason. Thanks Rich. I will forward this to him and see what he says.. im gonna go down this road for tge experience but ill probably wind up getting a new one in the new year. Thanks bro
