Yes, this proposal pops up, but as you say, not that frequently. There are even some roads where it was tried but as ever all road users ignore the rules, there is no enforcement and the idea is consigned to history until it is revived.

 

The reason it is touted is that it was put into effect in Malaysia over a decade ago with very positive results. There was a dramatic reduction in death and injury amongst motorcyclists. Thailand has been completely incapable of replicating Malaysia's success.

Unfortunately Thailand can not get their lazy policemen to do their job....They are far too busy with collecting bribes, even from other policemen who still have to pass the policeacademy exam.

 

Without any lawenforcement Thailand will not develop and nothing will change. It's time for a strong leader, Singapore also got one decades ago and look how rich they are now.

A minister said :-

"We need to go back and change the DNA of the country," he says. "Education, right back in schools, is important".

 

This makes sense 70% killed are motorcyclists,  yep for sure most Thai parents let their kids jump on a moped from a bicycle as soon as they are able without any kind of training whatsoever.
