Charge the driver: Speeding causing death.

He admits the road conditions were not 100%, obviously the driver is required to adjust his speed to conditions of the road. He failed to do so. Blowout or not he was driving to fast for the conditions. GUILTY AS CHARGED

Maybe not if your driving the bus at 110+ KPH.....
