Taxi driver who attacked Brazilian model already double rapist

BANGKOK: -- The taxi driver who raped a young Brazilian model after picking her up from Don Muang airport on Tuesday had just come out of prison for rape.

 

Khamkhoon Charoen, 44, had served two jail terms after separate convictions in 2008 and 2013.

 

But he was still allowed to rent a taxi and pick up passengers.

 

The 23 year old Brazilian victim, a model, was picked up by Khamkhoon after arriving on an Air Asia flight (FD 312) from Kuala Lumpur. It touched down at 12.20pm.

 

CCTV showed that the victim had not used the taxi rank but got in a taxi not registered at the airport that had just delivered other passengers.

 

The airport authority chief has issued a warning to passengers to use the taxi rank for their own safety.

 

The Brazilian lady was picked up just after 1pm and taken along Viphavadee Rangsit Road in the direction of Bangkok. But instead of going to her required destination in central Bangkok the driver took her to a field in Song Phee Nong district of Suphanburi and raped her.

 

The driver was quickly arrested after being found hiding in Nonthaburi. He has admitted everything and been taken on a reenactment of the crime.

 

He is now in custody in Suphanburi after a massive joint police operation involving officers from the local force, Crime Suppression Division, Immigration and Tourist Police.

 

Sanook reported that he had been jailed in 2008 for the rape of a Thai woman for which he received four years.

 

But just months after his release he was convicted for raping a woman from Myanmar in 2013 and jailed again.

 

He had only just come out of prison for the second time when he attacked his latest victim.

 

Don Muang Airport director Petch Chancharoen said that all passengers at the airport should use the two taxi ranks set up there for their own safety.

 

He said these are situated n the first floor at door 8 of Terminal 1 and near door 15 of Terminal 2, reported Daily News.

 

The Brazilian lady was seen getting in the taxi near door 6 of Terminal 1.

 

Petch said that taxi drivers who use the rank must all be checked out for criminal records while destinations and other details will be recorded in triplicate with copies for the passenger, driver and airport to keep.

 

This is important evidence in case of assault or loss of property, he said.

 

He urged all airport users to use the rank for their own safety.

So a taxidriver with a criminal record is NOT allowed to pickup tourists from the airport taxirank?

 

I also won't use the taxirank if there are very long qeueu's.

Had he received more severe sentences for his previous heinous crimes, he would still be incarcerated, and unable to re-offend.

Unfortunately, very rarely here do the punishments fit the dangerous and serious crimes.

So any rapist/ murderer can get a license to drive a taxi.

Unbelievable bloody unbelievable.

No proper checks/safeguards.

All this nonsense we keep hearing about the good taxi drivers in Bangkok, and how authorities are striving to make things better.

Yet they allow scumbags like this to ply the taxi trade looking for women to rape.

Wake up you thick buggers and start regulating things better.

 

Think about the countries image. Looks good for the tourist figures dosnt it.

I use a transfer service. Online booking. Nice vehicles (Camry or similar) w/complimentary water. English speaking drivers. All well-groomed and well-dressed. Price is set during booking so there is no haggling/dodgy meters. 

In terms of safety, security and comfort well worth the extra $$. 

Also no amulets! So the drivers obey the rules of the road and drive like humans. Not speed demons anxiously trying to jump the queue to their next life.

Hope the young lady receives the care and treatment she deserves. The taxi co. should step up and cover her bills. But given their hiring policy, not holding my breath.

Taxi firm fined for putting alleged rapist behind the wheel

BANGKOK: -- The Land Transport Department has fined Thana Siam Taxi Co-operative Bt3,000 for renting one of its vehicles to the man who allegedly raped a Brazilian tourist on Tuesday.

 

The fine was imposed for failing to submit a driver’s personal details to the department for a criminal background check and for loaning a taxi to a person not licensed to drive public transport.

 

The taxi’s licence plate number, Thor Yor 4448, has also been cancelled, and the company’s application to increase its fleet has been put on hold for six months from the date of the request. 

 

The department has notified police to additionally charge the suspect, 44-year-old Khamkhuncharoen Khonchaturas, with driving a taxi without the proper licence.

 

Khamkhuncharoen, former first name Somkiat, was arrested on Wednesday for driving the tourist from Bangkok to Suphan Buri and allegedly raping her. He is charged with rape and detaining a person against their will. 

 

Police say he committed at least two rapes previously. He served about four years in prison for assaulting a 20-year-old Thai taxi passenger in Pathum Thani on September 24, 2008, and then was arrested again for raping a 25-year-old Myanmar passenger in Bangkok on January 9, 2013.

 

The Brazilian victim, a former beauty pageant contestant in her 20s, told police she arrived at Don Mueang International Airport from Kuala Lumpur on Tuesday and hired a taxi at 1.30pm to take her to an address on Soi Thonglor in Bangkok. The driver instead took her to Suphan Buri, where the alleged rape took place, and left her there.

 

The Land Transport Department has been pressured on the social media to improve the taxi-registration system and ensure that drivers are more strictly screened, particularly for criminal backgrounds.

I'd be very surprised if there were checks for any job here. Forged documents for your client? Carry on. Sold those drugs you confiscated? Carry on. Botched that surgery? Mai pen rai, on you go ..

Just when will the authorities learn?

Taxi drivers must be licensed; repeat offenders should not be driving taxis. 

Only 3 years for rape; was he pardoned?

The powers that be keep on making the same mistakes over and over and over and over and over and over ..............

Plus the cancellation of the taxi permit for that taxi plus a temporary stop on getting more taxi licenses for that company.

Slightly more loss to the company as you think.

The creep had no taxi license.

The company did not check that.

Castrate him too. Unfortunately there is not a death sentence for rape./....There should be!

These stories illustrate the problems with Thailand nicely. It's not that the rape happened, because rapes, sadly, happen everywhere. It's the fact that the guy had committed two rapes before and the taxi company didn't care to check. It's the fact that the taxi company are not held accountable for their lack of due diligence. It's the fact that the guy's eyes are blurred in the picture while the victim's details are spread around by the media. It's how much more seriously the authorities take the 'crime' of criticizing powerful people. It's sick really.
