If needing a notarial for use in the U.S. the only 100% legal one is at the U.S. Consulate, Bangkok or Chiang Mai:

If your wife wanted to go US she wouldn't be able to go unless she did.

My wife accompanied me in UK embassy don't see why the US one wouldn't.
