Crime DSI Investigates Land Dispute in Buriram

The Department of Special Investigation (DSI) has requested official records from four state agencies in its ongoing investigation into the controversial land ownership claims surrounding the Khao Kradong area in Buriram Province. The case, which may involve state land, has raised concerns about possible criminal offences, including money laundering. The probe stems from a formal complaint by Kusumalavadee Sirikomut, a former senatorial candidate, who questioned the legality of land claims made by certain individuals and groups in the area. The DSI’s investigation team, assigned to case no. 97/2568, convened on 4 August, to assess the matter and coordinate with relevant agencies, including the Department of Lands, the State Railway of Thailand (SRT), and Buriram provincial authorities. Preliminary findings reveal that on 27 May 1955, the SRT registered its possession of approximately 5,083 rai of land in the area under the Sor Kor 1 (S.K.1) system, based on its occupation of the land prior to the enforcement of the Land Code on 1 December 1954. The basis for the SRT’s claim lies in a 1921 Royal Decree designating the area for railway construction, a decree which effectively restricted public land use. The land was declared under S.K.1 no. 1180, with local officials acknowledging the SRT’s long-standing use and occupation of the area. However, investigators have now discovered that other individuals in the same region have also filed S.K.1 declarations, potentially overlapping with the SRT’s claim. Under Section 5 of the Land Code Act, S.K.1 declarations do not automatically grant land ownership rights. Moreover, Section 10 prohibits the issuance of land title deeds for public domain or reserved land, including areas protected under earlier legislation such as the 1935 Act on the Preservation of Vacant Public Lands. Accordingly, any land plots within the boundaries claimed by the SRT cannot legally be titled unless claimants can prove they held superior possession rights predating the 1921 Royal Decree. The investigation further revealed that in June 1987, the SRT attempted to convert its S.K.1 documents into full land title deeds. Thirteen parcels of land covering 477 rai were successfully titled, while the remainder remain under dispute, pending resolution at the Buriram Land Office. Official land office records now bear notices warning that any land rights documents within the disputed area may be subject to cancellation, amendment or revocation. Any parties proceeding with land transactions must be informed of this potential risk and record their acknowledgement accordingly. One notable discovery in the case is a single legal entity currently holding over 400 rai of land within the SRT’s claimed area. If it is proven that this entity or others involved have unlawfully obtained land documents or engaged in illegal possession or exploitation of the land, particularly if the land is classified as a natural resource, they could face charges under anti-money laundering laws. This includes commercial misuse of natural resources and may also implicate state officials across various departments. The DSI has affirmed that further legal action will be taken in accordance with its mandate, as it works to unravel what could be a significant case involving land fraud and misuse of public property. A 55-year-old man has been arrested after violently attacking his neighbour with a machete, nearly severing his arm at the wrist, following a dispute over loud behaviour while drinking. Police from Tha Ta Fang Station were called to a rented house along the Mae Sariang–Mae Sam Laep road in Ban Chom Kitti, Moo 13, Mae Yuam subdistrict, Mae Sariang district, Mae Hong Son. The suspect, identified only as “Mr. A,” was found intoxicated and in possession of a machete. He was promptly detained at the scene. According to Pol. Lt. Papaspong Kaewrakmuk, the investigating officer, Mr. A became enraged after a neighbour, 34-year-old “Mr. B,” politely asked him to lower his voice while he was drinking loudly in the middle of the day. In a sudden burst of anger, Mr. A grabbed a machete and slashed at Mr. B, causing severe injuries to his left wrist. Despite the brutal attack, the suspect returned to drinking as if nothing had happened. He was later taken into custody while attempting to flee the area. Village headman Mr. Wipoon Kawon confirmed that the suspect was known for his aggressive behaviour while drunk and had caused disturbances in the neighbourhood on several previous occasions. Mr. B was taken to Mae Sariang Hospital for treatment. Police have charged Mr. A with armed trespassing and assault and further legal proceedings are underway. In a heartbreaking discovery, a woman was found dead outside her home while her elderly, bedridden husband remained inside unaware, having gone without food or water for two days. Police from Rong Kwang Police Station, Phrae, were alerted to the incident at 10:40 on 5 August after local village headman Mr Morakot Kabbua of Thung Si Subdistrict received a report of an unexplained death at a residence along the Phrae–Rong Kwang road. Officers, along with rescue workers from the Phetkasem Foundation and district officials, arrived at the scene in Moo 5, Thung Si. There, they found the body of Mrs Wasana Rueanngam, 68, known affectionately in the village as “Auntie Nim”, lying lifeless near the front doorway of the home. The area was overgrown with weeds and a wooden bed stood nearby. On it was a half-finished bottle of homemade rice whisky. No signs of struggle or foul play were found. Inside the house, police discovered Mr Somboon 70, the deceased woman’s husband, in a frail and emaciated condition. He is severely disabled and unable to move without assistance. Unaware that his wife had died outside, he had been left alone without food or care for more than 48 hours. Shocked neighbours rushed to provide him with food and water. According to Mrs Dao Miwanpia 56, a neighbour, villagers had visited the house that morning intending to donate money to the couple. The funds were surplus from a funeral recently held in the village and locals wanted to offer support to Mr Somboon, who is known to be impoverished and entirely dependent on his wife. When no one responded to calls at the door, villagers entered and were horrified to find Mrs Wasana’s body outside the rear of the property. They immediately alerted community leaders and contacted police. Initial investigations suggest the cause of death may be related to chronic health conditions. Mrs Wasana was known to be a frequent drinker and the whisky bottle found nearby points to possible alcohol-related complications. It is believed she collapsed suddenly while outside and was unable to call for help. The couple’s only son reportedly died some years ago, and villagers had since taken it upon themselves to help in small ways, delivering food after community events and offering support when possible. I have that Pneumonia feeling again
Heat has no bearing on getting pnumonia or not. In 2023 had severe double pnuemonia that resulted in Respiratory failure, I spent a lot longer in hosital than marin !
