There is a elderly relative of my GF who goes through trash bins in his neighborhood, takes items of apparently insignificant value, and actually does manage to take them apart and sell parts etc. He is not poor, just either eccentric or has nothing else to do in his old age. I sometimes surreptitiously leave old things in trash bins around his place, knowing that some parts of it will get used by someone.

I don't think you understand the defamation laws in Thailand. They don't give a hoot if what you said is true or not. If it harms the reputation of defamed party, you are in serious sh*t.

Personally, I tip because of the level of service provided. I don't tip, expecting them to remember me, or do me any favours in the future. I tip because I enjoyed the service provided, for my own satisfaction, not necessarily theirs.

I was told the exact opposite by many brokers, with facts to back it up, that the local insurance companies are regulated by an "ombudsman" who is always on the side of the customer, but the international companies are not.

Ok, if the facts are correct, the unfortunate lass was raped in 2021, and the arrest warrant was issued on December 8, which was executed "swiftly", and the reason we are reading about this now, over 5 months later, is? I use my a/c 24/7 and my bill has never approached even $100! Usually it is right around 2000 baht, as high as 2500 during these recent heatwaves. OP, I would immediately call a very experience a/c guy and find out your possible options. And there would be a circuit breaker or fuse only for your a/c unit that you could just turn off, in case you wished to fit a new a/c (split unit, inverter type, check the power consumption stars for maximum savings.)

Maybe I'm different, but I paid particular attention to the guy who came up the escalator and probably saw the girl assaulted lying on the floor and the creep running the wrong way down the escalator with her handbag, and did absolutely nothing.
