You really need to contact PEA I suspect as you may also have to pay for a new transformer(which might be more than 135 meters)/poles as well as wire - could be a nasty surprise if not prepared.

Suspect payment is due until equipment has been returned and accepted (you already stated you used it in December). The equipment itself may draw charges of misuse/damage (is there is a scratch anywhere).
