So Pattaya has no good mass transit system for travel while in the city. The city is better suited for motorbikes but there are to many cars on holidays and long weekends. To speak on Police action.Thai's believe in living in Harmony highly. If the issue happened a couple of times and was within the boundaries of what is socially acceptable in that area we probably would not be reading about it, No Police Necessary. Additionally Thai's value showing Respect highly.

I wish I understood how Thais behave and do business. How to address and solve issues. Knowing stay calm, respectful and willing to work through the problem the best you can. Thais sometimes do not provide enough info or details for you to complete a task all at once. There is a general process for administration which has flexibility for business, more paperwork than back home, and more steps to complete. Thai style, learn it, live it, and you will thrive.
