Just a note, in order to use their debit card for online transactions you need to activate "verified by VISA", a long time ago I had this issue when trying to add my card to my Grab account. Here are the instructions;
If you have K BIZ or K PLUS, you can apply via our main website: > Apply for Services > Verified by VISA for Debit Card > Apply online and please follow the instructions below;
-Enter 16 digits of your debit card number and click “Register”
-Enter your Citizen ID or Passport ID-Enter the Expiry Date of your debit card
-Enter the account number linked with your debit card
-Enter your birth date and click “Next” and follow the steps on the screen
When opening the new accounts, did you not have to fill in/sign the "I am/am not" American forms? I certainly had to when opening any account in recent years.
The e-visa system should not be confusing, but for you is very inconvenient for sure.
Yes you have to apply in the country you are applying. VPN won't help.
Yes, for a single entry non-O you will need 400k (or equal) in the bank, not necessarily a Thai bank.
They say the processing time is 10-15 days (Laos), if this is actually true nobody knows yet (anywhere else it is not).
If you have 400k then an in country extension of your current non-O would be the best. But you need the money.
Banks have property lists on their websites. I assume many of these are repossessions. Kasikorn for instance;

Jazz any good for you? Try;
Smalls Bar & Live Music, 186, 3-4 Suan Phlu 1 Alley, Thung Maha Mek, Sathon, Bangkok 10120
or
Groovin High Jazz Bar, 118 Si Lom Rd, Khwaeng Suriya Wong, Khet Bang Rak, Bangkok 10500
It's not a new visa. It's just all countries will join the already long existing e-visa program. Nothing different except you can no longer make in person applications.
A quick google reveals.......
Phet Phrasert, Pattaya boarding point/office is at 240/15 Sukhumvit road, Nong Prue Bang Lamung, Chonburi. Find their small duplex beside Greenville Village, - opposite road of Boonthavorn Bldg.
I don't know but personally I would simply transfer all the balance. In 1 second he will know if that works or not. Assuming it does then remove the 0.00 account from the app and forget about it.
Paying online for a Laos e-visa is not problematic.
Paying online for a rail ticket on the LCR Ticket app is not problematic.
So there must be another reason for the strange in person payment requirement for a Thai e-visa.
Yes why not? I purchased the card based upon the terms in force at the time. That they changed their terms subsequently only prevents me from buying a new card.
