The 2.8 is a reference to a clause in the immigration order for extensions. "2.8 In the case study in a government educational institution: Each permission shall be granted for a period certified by educational institution, which shall not exceed one year" Not sure how a agent could arrange such a extension. The 45k baht mentioned is for the agent to arrange a extension based upon retirement with no financial proof needed. The fee for any extension of stay done at immigration is 1900 baht.

That is my summary of what it states in the regulation. If you have a re-entry permit for a existing permit to stay or a multiple entry visa the report is not needed after entering the country if you return to the same address. -

Your Thai bank my charge a small fee for it. You may not always get the best exchange rate since it is sent in Thai baht. Edit: If using transfers to prove income for a extension of stay the Bangkok Bank option is best since it is shown as a international transfer. The other way requires credit advices to prove the transfer came from abroad. -

You can set up a direct deposit with Bangkok bank to have your SS payment sent to your account here via their branch in New York. The fee is $5 up to $2000 and 10 for more than that. You can also have your SS payment to sent to any Thai bank by International Direct Deposit (IDP). It is transferred by the US Treasury Department in baht. Immigration issued an order last June changing their requirements for the report. They are only needed if you change your address or enter the country with a new visa. This is the order. TM30 reporting regulation.pdf -
If it meets the $100,000 coverage it will be accepted. For you own protection you make sure it starts from the day you enter the country and covers treatment when not showing symptoms (asymptomatic).

If she went to the Amphoe where her birth was registered they could check their file for the registration and provide a copy of the birth certificate. -

The are doing many things by mail now. I would assume a certified copy could be done by mail. -
if fully vaccinated and from one of the listed country they are saying that one PCR test must be done when you arrive and then you would spend one night in a SHA hotel until you get the negative test result. Best on to confuse it with sandboxes that would be for those not vaccinated or from a listed country. I am sure there will be better info and clarifications later.

You have to spend 1 night in SHA+ hotel for the results of your covid 19 test done on arrival. After that you can go wherever you want to. The order for the special tourist visa (STV) was extended until September of 2022. A 15 day visa on arrival may be possible for those that qualify for one enter one of the sandboxes. A 30 day visa exempt entry is allowed for those that qualify for it. You can apply for a non-o visa at immigration if you qualify for one.

She would show both passports when checking in for her flight to show her US passport to prove she doesn't need a visa to enter the US. She would only show her Thai passport when at departure immigration. Then of course enter the US with her US passport.

You will have to apply for a 90 day non-o visa entry at immigration before applying for the one year extension of stay based upon retirment. Requirements for the visa are here. https://bangkok.immigration.go.th/wp-content/uploads/2020/10/8-1.pdf You can ignore 5.3 if you have had the 800k baht in the bank for a long time. It is only in the clause since the money only needs to be in the bank on the day you apply. It appears you will need to apply for a 30 day extension of your visa exempt entry to meet the 15 days remaining on your entry requirement. You can apply for the extension on the same day you apply,
