Is the online fingerprint ID system only for new users or also for old users of a Thai sim card? And when will it be implemented?

They were supposed to have 30,000 fingerprint terminals up and running before implementing this policy; can't see that happening by 1/1/18? This "plan" seems to be being driven by just one chap, the head of the NBTC, and not clear how many others are on board? He's also been jabbering on about facial recognition/scans for SIM cards.

 

I think all Thais have a fingerprint associated with their national ID so not sure why they'd need to be re-fingerprinted? ANy SIM (new or old) would already be linked to their ID.

 

I assume foreigners/tourists are about the only ones who'd need to be fingerprinted?
