jesus h c....st.  Really.  I mean you check the height and clearance.  It is no different than traveling on a road with a bridge clearance.  And of course this "captain" has some sort of license, didn't need a harbor or river pilot, had the proper permit for transporting oversized loads or whatever is needed to transport on that waterway.m  Oh wait, this is Thailand.

Was all of this not surveyed before the decision to move the poles on the river?

Wouldn't even need much surveying.  A 30 second internet search gives one a good idea of what is what:  "In 2014, concerns were raised that the bridge's low clearance of 5.3 metres (17 ft) was an obstacle to river shipping in the rainy season. Plans were made to raise the bridge, but were later scrapped due to the potential adverse effects on traffic."

As others have pointed out, there is no place in Thailand with high enough average winds for windpower to be economically feasible.

I wonder what the insurance police on those turbines looks like?????

Look on the bright side, there could be some tourism potential here, it could be promoted as Bangkoks version of the Queen Elizabeth in Hong Kong harbour.
