Thanks. I think I get it. There is so much talk about organic laws here in Thailand. Seem never ending.

Another meaning perhaps pertaining to the "wiki" site noted above, i.e government.

 

"characterized by the systematic arrangement of parts; organized; systematic:

elements fitting together into a unified, organic whole."

 

Doubt if the Thai or even other governments can 'get it together', most tend to be the complete opposite.
