So what if this criminal goes inside?  It means another one is let out early to make way for this one.

 

Either way, a criminal, whether this one, or another, is back in circulation, or still in circulation.

 

End result - no reduction in crime. 

 

And, this is not even taking into account corruption.

Thai jails are full of drug offenders caught up in the "war on drugs", and a few Thai

on Thai crimes offenders. I would think there are exceptionally few Thais in jail for stealing

from tourists. Tourists go home and are not available to testify in a court case.

If the perpetrator can lie low until the tourist goes home they will get away with

most everything short of murder. In that case, the Thai police will find a Burmese

scapegoat. Unless they catch the perpetrator quickly (which they sometimes do)

and then fast track the trial to tourist court (which they do have, but is not often used)

the perpetrators probably will face very little punishment.

Non true, victim doesn't have to be present.

I am no legal expert but I would think a notarised statement and  translation would be accepted in a witness situation.
